Explosions erupt at Texas plant; Charlottesville mayor apologizes for rally response

Two explosions erupted at a chemical plant in Crosby, Texas, due to a power outage resulting from Hurricane Harvey. The death toll from Harvey has risen to 30 and could grow higher.
