The hands-free cell phone bill presented by Senator Scott Surovell did not pass the Senate Transportation Committee. The bill would have prohibited drivers from using handheld cell phones while driving and also grant those how cannot show legal immigration status, but pay Virginia taxes and are capable of passing a drivers test temporary driving permits.
