New laws take effect Saturday; Redskins win trademark battle

New laws take effect in Virginia on Saturday. Drivers now might get fined for blocking faster traffic in the left lane. Community organizations will be able to distribute a drug that treats opioid overdoses.  And liquor stores will now be able to sell 151-proof clear grain alcohol.
