NYPD believes weekend explosions connected terror act; Gov. McAuliffe issues sate of emergency to prevent gas shortage

The New York City Police Department believes two explosions in New York City and New Jersey over the weekend, plus several other bombs that did not detonate, could be a connected terror plot.
