Though the suspected remains found near Sterling Elementary School are still being tested by a medical examiner, Loudoun County Supervisor Suzanne Volpe has said that the remains are likely linked to Halloween decorations. On Sunday, Volpe said that what was found was a “Halloween skull” with a painted-on “mustache.”
