The start of the new year means more in the way of changes than just the resolutions on your list — it also means that a slew of new laws (and other official changes) are now in effect. As of Sunday, January 1, these five new changes might have an impact on Virginians’ day-to-day lives.
Rates Increase on the Dulles Toll Road
While not technically a new law, this change could have a big impact for many commuters in the area: Rates at the Dulles Toll Road will rise to $4 at the main plaza and $2 on ramps (up from $3.25 and $1.50, respectively) for single-axle vehicles. For larger vehicles, rates will increase by $1.50 at the main road and by $1 at ramps. Revenue from the Toll Road, operated by the Metropolitan Washington Airports Authority since 2008, is used for both road upkeep and to finance the Silver Line Metrorail expansion. The Airport Authority announced these rate increases in November 2022, and said that the rates were not impacted by the $250 million increase to the Metro project’s budget.
A Reduction on Grocery Tax
Shoppers in Virginia can expect to see savings on their grocery bills in the new year, with a new reduction on sales tax for groceries from 2.5 percent to 1 percent. Though this applies to most grocery items, including food for home consumption and personal products like diapers and feminine hygiene products, some exceptions do apply. Alcohol, tobacco, prepared hot foods, and seeds or plants intended to grow food at home do not qualify for the reduced tax rate.
More Localities to Charge Disposable Bag Tax
Albemarle County, Charlottesville City, and Fairfax City will join other localities like Alexandria City, Arlington County, Loudoun County, and more in requiring retailers to charge a fee for the use of disposable bags. Consumers will be charged 5 cents for every plastic bag they use, except in restaurants, food banks, farmers markets, or clothing stores.
Minimum Wage Increases to $12
Virginia’s minimum wage is now $12 per hour, raised from the previous $11 an hour. This change is part of the Minimum Wage Act, a plan that was laid out in May 2021 and will gradually increase the state minimum wage to $15 per hour by 2026.
Arlington Introduces Ranked-Choice Voting
A new ballot system will be in effect in Arlington for the County Board primaries in June: Rather than selecting just one candidate, voters can include multiple candidates on their balance, ranked in order of preference.
