A man from Virginia was killed in a two-vehicle crash involving a stolen car driven by a 13-year-old boy, Montgomery County, Maryland, police said. The stolen car had seven children inside, ranging from ages 12 to 15.
At around 5:25 a.m. Tuesday, August 4, Montgomery County police and fire personnel responded to the scene of a collision at Clopper Road and Great Seneca Highway in Germantown.
The initial investigation found that a Kia Optima was traveling north on Great Seneca Highway when it entered the intersection and struck a Toyota Matrix that was traveling east on Clopper Road. The Kia had been reported stolen from Germantown hours before.
William Vance Payne, II, 58, the driver of the Toyota Matrix, was pronounced dead at the scene.
The driver of the Kia was a 13-year-old boy. He was transported to the hospital in critical but stable condition. Passengers in the Kia included four girls (ages 14, 14, 13, and 12) and two other boys (age 15 and 12). They were transported to nearby trauma centers.
Payne was an employee of the National Institute of Standards and Technology. He was on his way to work at the time of the collision, WJLA reported. A GoFundMe site set up for his family states that he was a married father of five children.
Police say the investigation is ongoing and could take “several weeks to months” to complete.
